Characteristics of Relative Definition of Poverty
Since poverty is a contested concept there is little agreement on how to measure it. The use of an absolute or relative definition will determine:
- The tools or 'yardstick' used to measure poverty
- At what level the poverty line is drawn
- How much poverty is seen to exist.
